Health Reimbursement Plan (HRA) Can Mitigate Hazards

Before Obamacare, thousands of small churches used HRAs to pay clergy and church staff health insurance and medical expenses.    Obamacare killed this except for churches with one employee.    But starting in 2017, the new QSEHRA (Qualified Small Employer Health Reimbursement Arrangement) is available to reimburse up to $10,250 (family plan) or $5,050 (individual).  The amounts will increase for 2019.

  1. One Employee Traditional HRA.    Must receive W2 and file taxes as employee.   No limit to what the HRA pays or reimburses.
  2. QSEHRA for 2-50 employees, church not offering group health plan or FSA.  Church offers the plan to all eligible employees. IRS allows exclusion if church worker (A) Normally works less than 25 hours per week OR (B) Works less than 7 months per year. Employees under age 25 and those who haven’t worked more than 90 days can also be excluded.    
  3. Integrated QSEHRA if a group plan already exists.
  4. Limited purpose HRA for dental and/or vision care.
